Using '>' makes it recognized as chat.
You can use it by deleting ''.

'>' "Hello?"

If not in the same space, the prompt is set to recognize only chat ('>')!
If in the same space, the prompt is set to recognize chat ('>'), dialogue ('""'), and actions ('**')!
If the character is only chatting and outputs as if they know the user's dialogue and chat (and it continues...)
