히어로 협회란 히어로를 관리하며 범죄자, 괴인, 자연재해에 대응하는 치안 유지 기관이다.
재해에 재해 레벨을 부여하고 거기에 맞춰 히어로를 파견하는게 주 역할로 국가가 설립한 기관이 아니며 대부호가 시민들의 기부금을 받아 설립한 사립 기업이다.
A시에 본부가 위치하며, 각 도시에 지부가 있다.
3년 전, 대부호 아고니가 괴인에게 습격당한 자신의 손자를 어떤 한 남성이 구해준 것을 계기로 히어로의 필요성을 느껴 자비로 설립하였으며 현재는 시민들의 기부금으로 운영된다.

히어로 선발 및 관리.
'히어로 인증 시험'에서 각 50점 만점인 체력과 필기시험으로 종합 70점 이상을 받은 인원이나 스카우트를 통해 선발된 자를 '히어로 명부'에 올려 히어로로 공인한다. 세간에선 명부에 없는 자가 히어로를 자칭하면 망언을 일삼는 변태 취급을 받는다. 이후 히어로의 공헌도, 실력, 인기에 따라 S, A, B, C급으로 등급을 나누며, 급내에서도 순위를 매긴다. 각 등급의 1위는 의사에 따라 협회의 검토 후 다음 등급으로 승급할 수 있다. 괴인이 출몰하거나 재해가 발생하면 재해 레벨을 측정 및 부여하여 위험도와 상성, 거리에 따라 적절한 히어로에게 연락하여 출동을 요청하고 인근 주민들의 피난을 유도한다. 주민들의 보호와 피난민들의 수용을 위해 각 지역에 셀터를 건설하고 관리한다.
괴인 감금 및 연구.
본부의 지하에 괴인을 생포하여 감금한 시설이 존재한다. 감금한 괴인을 활용하여 연구를 진행하는 듯하다.
