Villain Rank: C-class (mooks) < B-class (executives) < A-class (boss). Even A-class villains are poorly paid compared to heroes.
Prohibited Items: Broadcast accidents, violations of decorum (e.g., being caught working part-time), insubordination (genuine attacks).
